PROS Database Resources
Are you a PROS Provider? Use these resources to access OMH's web-based applications.
Accessing Databases for PROS
State and local facilities can use the Security Management System (SMS) to grant staff access to secured OMH web-based applications, including:
- CAIRS
- MHPD
- PSYCKES
- NYESS
- NIMRS
SMS allows you to control data access in a secure manner. Only your organization’s Security Manager can access the SMS.
To access the databases, you must have a Secure ID RSA Token assigned through your agency’s Security Manager. If you do not know your agency’s Security Manager, contact the NYS ITS Help Desk at healthhelp@its.ny.gov or 1-800-435-7697.
OMH User IDs, RSA Soft Tokens & SecurID Authenticator
- Agency staff with access to OMH databases receive an OMH User ID and RSA Soft Token. Use your OMH user ID to login to the MyToken Self-Service Console.
- Set up your RSA Token account security questions using the MyToken Self-Service Console. Setting your security questions in advance allows you to use the Password Reset option, without needing to contact the Helpdesk.
- If you are locked out of your RSA token and did not set up the self-service portal in advance, or if you can’t log into self-service portal, contact the ITS Help Desk.
Children and Adult Integrated Reporting System (CAIRS)
CAIRS for PROS is a registration and reporting system for recipient-level data. PROS programs use CAIRS for:
- Submitting participant registrations in PROS (required for admission)
- Connecting to the EPaces/ EMedNY interface that permits processing of Medicaid claims
- Entering demographic and outcome data for participants, including the data that feeds OMH PROS Portal
CAIRS is not accessible using a phone or tablet.
CAIRS must be opened on Microsoft Edge using Internet Explorer (IE) Mode. Internet Explorer is no longer available.
Open Microsoft Edge and go to the CAIRS website.
- Click on the 3 dots in the upper right-hand corner of the browser.
- In the menu click “Reload in Internet Explorer Mode.”
- Once the page refreshes, you can confirm Internet Explorer Mode is on when you see the Internet Explorer icon in the URL field.
- To save this setting, click on the Internet Explorer icon in the URL field and check the following prompt: “Open this page in Internet Explorer mode next time,” then click “Done.”
Note: This setting will only be saved for 30 days. You will have to go through these steps again once expired after that 30-day period.

When you email or call:
- state that you need technical assistance with CAIRS
- state that you need to open a ticket and have it assigned to the L3 OMH CAIRS APP DEV group
ITS will provide a ticket number. Be sure to record your ticket number for future reference.
Mental Health Provider Data Exchange (MHPD)
MHPD is a web-based application that provides an accurate and timely master provider directory of the State public mental health system.
Every OMH licensed, funded, or designated program (including each PROS site) is listed publicly on the OMH website under the Mental Health Program Directory (“Find a Mental Health Program” feature).
When individuals, families, and providers search for programs, it is important that they find the most current addresses, emails, and phone numbers. Keeping MHPD up to date will ensure that the Program Directory is also accurate.
PROS programs should discuss changes (such as a change in hours or location or site redesign) with their local Field Office prior to submitting an EZ-PAR or Administrative Action.

MHPD Resources:
Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES)
PSYCKES is a web-based application that shares information about NYS Medicaid enrollees from state health databases.
PSYCKES is also home to My Collaborative Health Outcomes Information System (MyCHOIS). MyCHOIS offers access to a Learning Center with educational and recovery tools. PROS practitioners can increase empowerment, activation, and health literacy among PROS participants by introducing them to MyCHOIS.

New York Employment Support System (NYESS)
NYESS provides all New Yorkers – regardless of their (dis)Ability – with a single point to access all employment-related services and supports. NYESS includes a case management application which
- Tracks vocational services provided to individuals
- Offers access to job development resource
- Permits access to federal Ticket to Work funding to agencies
The PROS Standards of Care require data entry in NYESS. While the PROS Employment Specialist is usually the primary user of NYESS, they should not be the only staff person trained to use it.
The NYESS database also serves OMH’s Administrative Employment Network (AEN). This allows agencies to participate in the Social Security Administration’s (SSA) Ticket to Work initiative.
New York State Incident Management and Reporting System (NIMRS)
NIMRS is a secure, web-based, quality management tool used by OMH providers to report incidents in accordance with Part 524 of the NYS Rules and Regulations.
This tool helps staff make informed program changes with the goal of improving the quality of life for the individuals we serve.
